Every person should have the ability to read -- and even more than that,

must always repudiate -- the cruel and inhumane treatment of women by the
Taliban that left Afghan women suffering in silence. By refusing to allow
girls to go to school and by forbidding women to work and support themselves
and their families, the Taliban were trying to prevent women from
participation in life.

The Roma are a distinct ethnic minority whose origins began on the Indian
subcontinent over one thousand years ago.

It would be invalid to generalize
and oversimplify by giving concrete rules to all Roma.

Violent attacks
against Romani immigrants and refugees have been permitted to occur with
little or no restraint from government authorities.

often, girls are kept from school by custom , lack of resources and oppression. According to UNESCO -- the United

worldwide cannot read or write.
Jordanian publisher Dina Zorba understands the benefits of literacy. As President Bush said
in his inaugural address in January, "Our goal is to help others find their
own voice, attain their own freedoms, and make their own way.

Today, the following characteristics apply to the many Roma groups and
communities around the world:


Roma may be nomadic, semi-sedentary, or sedentary;

Roma speak many dialects of Romanes, and some Roma may not speak Romanes
at all;

Roma may live in rural or urban areas;

Some Roma groups are predominately illiterate , while other groups stress
at least a minimum of literacy in their host country's language for its
community members.

There have been many large-scale, state-sponsored persecutions, or pogroms,
against the Roma throughout European history.

It was from a Dutch port that many of our
pilgrim fathers first sailed for America. It was still a time of hardship and want and depravation; yet
Dutch citizens from 60 local villages collected 20 truckloads of flowers so
that every American grave here would be decorated when the sun came up on

America, I thank you for treating our men and women as your sons and
daughters. The free Europe where many of them lie buried was built on their
sacrifice.

I want to express my very deep thanks to His Majesty King Abdullah II and
to Her Majesty Queen Rania Abdullah for welcoming me here to Jordan.
Tomorrow I'll visit a Discovery School with Queen Rania and talk with the
young people who are the future of Jordan.
Education benefits all, and education should be available to all. We educate boys
and girls, Muslims, Christians , Jews, and people of all different faiths,
children of different races and cultures -- all children , whether their
families are wealthy or poor.
The United States is pleased to support Jordan 's effort to expand early
education by making kindergarten programs available to all children in public
school. The United States will continue to support
education and freedom for all people in all countries.

Republic , once told me. And second, we must ensure that women acquire
the political and economic access to become full participants in society. I'm
inspired by the words of Farahnaz Nazir, founder of the Afghanistan Women's
Association. But the impact of education reaches much

division commander who led the first Allied troops into Germany . Here they
rest in honored glory with thousands of their comrades in arms, and here we
come to affirm the great debt we owe them. Before it came, more than 20,000 Dutch men and women and
children would perish in what was called the "hongerwinter," and many others
were reduced to eating tulip bulbs to stay alive. Yet, this military would be brought down by a
coalition of armies from our democratic allies and freedom fighters from
occupied lands and underground resistance leaders."
Let me begin with education. More than two million
little girls are back in school. And with new business training, Afghan women are
turning ancient crafts like rug-making into income-producing ventures.
The young woman had four sisters and their father wanted them to stay home
because he thought it was too dangerous.

Because they arrived in Europe from the East, they
were thought by the first Europeans to be from Turkey, Nubia or Egypt,
or any number of non-European places .

Migration from India
In Europe, Roma were either kept in slavery in the Balkans from the
14th century (officially abolished in 1864), or else moved into the rest
of the European continent, reaching every northern and western country
by about 1500.

The Romani population has grown differently
in different places, to the point that one group may deny the legitimacy
of another group.

The affordability and immediacy
of the Internet provides a voice for the Roma , a voice that attempts to
educate the public about a misunderstood and much maligned culture.

Each man or woman buried
here is more than a headstone and a serial number; each person here has a name
that is precious to some family. Private Rutledge
told his daughter, "You're too young to understand it now, but you will later. And most of all, I'm
eager to meet some of the people who call the Middle East their home. The prospect of
finding a good job is vital to self-confidence, pride, and hope for a better
future. Two-thirds of them are women, and, of course,
many are mothers .
One of her magazines, "Sharqiyat," was one of Jordan's first publications to
tackle difficult issues, such as violence against women.
In the last few years, women have made extraordinary progress in the
broader Middle East, especially in Afghanistan.
Today, Afghan women are relishing their new freedom. And we believe that one day, every family

great truth: Life is improved by liberty.

believed that democracy was too soft to survive , especially against a Nazi
Germany, that boasted the most professional, well-equipped and highly -trained

Sixty years later, Ginger is still free, and she does understand. They are calling on
the conscience of their countrymen, making it clear that if the right to vote
is to have any meaning, it cannot be limited only to men.
In the United States, we make schools a national priority. The United States is working with our G8 partners and with
regional ministers to broaden literacy, to expand education -- especially for
women and girls -- and to promote training that will prepare people for the
21st century workplace.

The trend is to eliminate
the use of derogatory, pejorative and offensive names, such as Gypsies,
and to be given proper respect by the use of the self-appelation of Roma,
or Rroma.

each one here looks back at us in the full glow of youth: the fresh-faced
American in uniform; the newly minted officer with a smiling sweetheart on his
or her arm; or the young dad traveling , holding a baby son or daughter on his

daughters and for all the world's children. They
called for an end to occupation and an opportunity to vote freely.
The result is that far too many people cannot read and cannot seize the
opportunities that come with education. Each of these lives
matter greatly to us, and each matters. Women are heading back to the classrooms
themselves, and as teachers .
Americans are inspired by the courage and the determination of women
throughout the Middle East, and we want to be partners in helping them move
forward.
We hope this will result in many more women becoming successful
entrepreneurs, women like Muna Hamdan. But she did the
hard work herself. The goal no longer is direct response, it's
direct action -- not intent to purchase , but an actual purchase.

But all groups maintain to a greater or lesser degree
the barrier between who is Roma and who is not.

In the course of time, as a result of having
interacted with various European populations, and being fragmented into
widely-separated groups, Roma have emerged as a collection of distinct
ethnic groups within the larger whole.

' What may be accepted as 'true-Roma ' by one group
may be gadj to another.

The spoken Romani language is varied,
but all dialects contain some common words in use by all Roma.

And in the six decades since, the Dutch have continued this wonderful
tradition by adopting and attending to the graves of the people they never

As freedom becomes a fact of life for rising generations in Middle East,
young people need to grow up with a full understanding of freedom's rights and

responsibility to respect other people and their opinions.

me, "Laura, you know, democracy is hard because it requires the participation
of all the people. Citizens who are educated can
choose for themselves, make up their own minds, and assume their
responsibilities as citizens.
As the Honorary Ambassador for the United Nations Decade of Literacy, I'm
asking all nations to help people acquire literacy skills. Women now serve as government ministers.
And for the first time ever , a woman was appointed a provincial governor. In January,
Iraqi citizens overcame intimidation and hardship to cast their votes.
In Morocco, courageous women called for changes to the century -old Family
Code, the Moudawana, to ensure that women have equal legal rights in marriage
and other family matters.

We come to this ground to recall the evil these Americans fought against. They fought side-by-side
with American GIs, who, only months before, had been farmers and bank clerks
and factory hands. On this trip, I
will visit Muslim, Jewish, and Christian holy sites. I'm working on an initiative to prevent young
boys and girls from joining gangs or choosing a life of crime and drugs. This morning, I'll discuss two key ways. Through innovative partnerships with Jordanian
and American technology firms, Jordan is ensuring that all children will have

scholarship program to reach more than 13,000 young people. And human rights are empty promises without human

see hopeful signs in many places.

We believe that the world is witnessing a new era of expanding liberty and

Thus there are populations
of Romani who have incorporated a substantial foreign genetic element from
outside of India, but who remain in terms of their own self-perception
Roma, and who speak Romanes.

The recent collapse of the communist governments of Eastern Europe have
rekindled anti-Roma sentiment in Eastern and Western Europe.

In the war that came to an end 60 years ago this day, all those
who fought for freedom made sacrifice, and many gave their lives. The Americans saw the Dutch spirit
in action within weeks of liberation, when this new cemetery marked its first
Memorial Day.
For some, V-E Day brought hope for normalcy, after almost five long years
of occupation. He gave his life
fighting against a brutal attack by two Nazi divisions.
In Lebanon, men and women raised their voices in Martyr 's Square. But now we know that a nation can only
achieve its best future and its brightest potential when all of its citizens,
men and women, participate in the government and in decision-making. She said, "Society is like a bird. Ministers have set a goal of helping 20 million people
gain literacy skills by 2015.
Books designed to help children read can also help mothers improve their
own reading skills. But it's
not enough, as brand loyalty among consumers withers.

Understanding
these threats can prevent the further loss of a unique and ancient culture.

Today, Roma are using the Internet to display pride in culture, language
and solidarity with other Roma worldwide.

For the Americans who rest here,
Dutch soil provides a fitting home.
Private Robert Lee Rutledge was one of those soldiers. Because of their sacrifice and the help of brave allies, that truth
prevailed at the close of the 20th century.

Today we join them at this hallowed ground. When Dutch railway
workers went on strike to make it harder for the German army to reinforce
their troops, the Nazis responded with a blockade that made fuel and food even
more scarce. And the world's tyrants learned a lesson: There is no

fights for that freedom. It has two wings.

These collective numbers are staggering, but we must remember that there
is a human life behind each one -- a person whose opportunity and options are
limited because he or she doesn't have basic skills.
They're more likely to excel in school, to graduate from secondary school, and
to go to a university. The goal of this
program, called "My Arabic Library," is to put books in the classrooms , and to
encourage school principals, teachers, parents and community leaders to
emphasize the importance of early reading. That is a terrible injustice, and it's unacceptable in
any society .
Afghan women are also participating in political life.
The new Afghan constitution is one of the most progressive documents on
women's rights in the Muslim world.
Today, through the leadership of King Mohammed VI, the new law is in
place.
Many of you are actively involved in these and other partnerships and I

free after the fall of communism are embracing democracy. They are an example
to citizens in other nations who are taking responsibility for their own
futures.
Now we're seeing a springtime of hope across the Middle East. More than one million Moroccans petitioned their
government to reform the Family Code. Now she's expanded into real estate, and she
helped her sons start their own business . She is a
wonderful example of how the partnership between America and Jordan can
directly benefit people's lives, not only by extending credit, but also by
