THE VICE PRESIDENT: Thank you. And it's our job, ladies and gentlemen , to make sure the
United States of America never lets down its guard. In addition to all the traditional training provided here, you've
stepped up to meet the needs of a new and very different era for law
enforcement. We never take it for granted. Several years ago I was asked
to speak to the class of 2002 at the United States Naval Academy. I appreciate the chance to be with you this
afternoon to thank you for your fine work, your idealism, your sense of duty,
and the great credit that you reflect on the United States of America.

The most solemn duty of the American President is to protect the American
people. In their report today, the
commission points out that America needs to know much more about the weapons
programs and intentions of our most dangerous adversaries."
The HIRC vote, however, will have a significant impact on the sale of
advanced weapons systems such as F-16s to Pakistan that can be reverse-
engineered by the Pakistanis or the Chinese who have an ongoing fighter plane
manufacturing joint venture with the Pakistanis or by fringe groups within the
Pakistani military establishment linked to Al Qaeda .S.M. This continuing threat demands a
comprehensive, effective response to make this nation better able to respond
to any future attacks, to reduce our vulnerability and, above all, to hunt
down the terrorists before they can hit us again. We've begun Project BioShield,
to develop new vaccines and treatments against biological weapons.

The lives of
our citizens are at stake. I appreciate your service to our country. And the
sacrifices they have made have helped protect America, and our nation is
grateful for their hard work. I'm proud of the efforts of
our intelligence workers and I'm proud of their commitment to the security of

This is a rare incident where three top USINPAC initiatives (terrorism,
visa backlogs and HIV/AIDS funding for India) are represented in one bill and
voted in by the most powerful committee in the US House of Representatives.
A second provision, added by Congressman Tom Lantos (D-CA) and
Congresswoman Ileana Ros-Lehtinen (R-FL), conditions military sales to
Pakistan on that country's full compliance on terrorism and proliferation of
weapons of mass destruction. (Laughter. And all Americans can be proud of the result.

for Congress to move quickly on John's confirmation, because he'll have a key
role in the continued reform and restructuring of intelligence capabilities. Where we have had success, the commission
reports we have seen innovative collection techniques and a fusion of
interagency intelligence capabilities. And the work our
intelligence men and women do is, by nature, secret, which is why the American
people never hear about many of their successes. To that end, we provide bipartisan support to candidates for public
office who address the community 's concerns. Its contribution to
the country is more vital today than it's ever been. And when the big challenges come along in your day-to-day work, you'll
be ready to face them squarely and decisively . And
elements of our critical infrastructure -- such as power plants, bridges, and
tunnels -- are also watched over more closely than prior to 9/11. Several
times a week we meet with Mike Chertoff , the Director of the FBI, and the
Director of the CIA. And the
country is very grateful.

And that's why this report is important. It will enable these fine men
and women to do their jobs in better fashion, to be able to more likely
accomplish their mission, which is to protect the American people, and that's

In other words, we need to adjust.
USINPAC does not support elimination of developmental assistance to
Pakistan, particularly funds allocated towards political and economic reform
programs. This said -- USINPAC is very pleased that Congressman Faleomavaega
added language in the bill requiring the President of the United States to
report to Congress on the extent to which the Government of Pakistan has
restored a fully functional democracy in Pakistan in which free, fair and
transparent elections are held. I'm pleased, as well, to be with my good friends Saxby Chambliss and Jack
Kingston. We have persuaded another regime to voluntarily
abandon its weapons of mass destruction programs. We've
passed the Patriot Act, so law enforcement can fight terrorists with the same
tools that we use against organized crime and drugs. And I was
told that on the morning of September 11th, every midshipman in the brigade at
Annapolis had the same wish, that he or she could graduate on September 12th,
and take the fight to the enemy.

day, dangerous regimes are working to prevent us from uncovering their

In Pakistan,
our intelligence helped expose and shut down the world's most dangerous
nuclear proliferation network. We need to work together to ensure that this threat is contained
and diminished on time . This provision is very similar to a provision we were able to
include in the previous State Department Bill and USINPAC should be publicly

DHS, now ably led by Secretary Chertoff, merged together some 180,000 men
and women from more than 20 agencies. As months and years pass, they are hoping

Since September the 11th, 2001, we've taken bold and vigorous steps
to prevent further attacks and overcome emerging threats. To protect them, we need the best intelligence
possible, and we must stay ahead of constantly changing intelligence
challenges.
So last year I issued an executive order creating an independent
commission to look at America's intelligence capabilities , especially our
intelligence about weapons of mass destruction. Congresswoman Ros-Lehtinen remarked , "The issue
of WMD in the hands of terrorists and rogue nations in the current day world

mission is to ensure effective representation on issues of concern to Indian

we continue to make progress in many categories -- financial, legal, military,
and otherwise. With strong partners at our side -- and
with the skill and the honor of the finest military in the world -- we have
removed two brutal regimes. We are reforming our
intelligence agencies to ensure that they work as a single , unified
enterprise, under the leadership of the Director of National Intelligence. We've had to move quickly to develop the equipment and
procedures to protect against WMDs, radioactive material , and vehicle-borne
explosives.

We've increased
funding for first responders tenfold since we took office, to make sure they
have the training and the equipment for WMD detection, and the ability to move
quickly against chemical or biological attack.
Yet for all of these improvements in security, we must realize -- as the
9/11 Commission put it recently -- that America is safer, but that we are not
yet safe. The enemy that appeared on 9/11 is wounded and off-
balance, and on the run -- yet still very active, still seeking recruits , and
still trying to find ways to hit us.
