students miss
the Cal Grant March deadline for Financial Aid; and
WHEREAS, the population of the state in need

WHEREAS, the cost of textbooks
and instructional materials has
nearly doubled in the last five years, discouraging many students
and
their families from participating in education and training programs;

and
WHEREAS, increasing awareness of student financial assistance
