government of Egypt and the people of Egypt in rejecting this kind of violence

That's why we are working with President
Musharraf to oppose and isolate the terrorist element in Pakistan. On 9/11, the United States learned
that problems boiling in a far-off region of the world could lead directly to
a sudden and murderous attack right here on our own soil. I recognize that the outcome of last month 's election has caused
some to question whether democracy is truly the way toward peace in the Middle
East. We can see it.

here? Like , you're supposed to be -- (laughter. We're facing an ideological struggle, and we're
going to win . You see, we got to convince
people of the benefits of a free society.
One of the great programs we've got here in America in terms of people
understanding how we think and how we act is these scholarships we provide to
our universities. I know this isn't the topic the Secretary assigned me to
talk about, but it's one I'm going to talk about anyway. But we're
also going to advance America's interests around the world and defeat this
notion about our -- you know, our bullying concept of freedom by letting
people see what we're about. There's
no doubt in my mind that Afghanistan will remain a democracy and serve as an
incredible example. And now, young girls in most of
Afghanistan are going to school. This requires that we deal with threats
before they fully materialize. And that
is why we are fighting the Saddam remnants and terrorists in Iraq.) Iraqis have shown that they value their own liberty and are
determined to chart the future of their own country.)
Over the past four years, other free nations have risen in the broader
Middle East.) America supports the Lebanese people in their
aspirations for freedom and democracy. That regime is one of the world 's primary state
sponsors of terror. (Applause. (Applause.

In order for this country to be able to convince others, people have got

President Toledo of Peru.
We're going to teach our kids how to speak important languages. For those of you in education, you might remember this was
a country that refused to educate young girls. And I want to thank those of you who serve it through higher
education .)
Supporting political freedom and peaceful change in a troubled part of the
world is a long -term commitment.)
As Americans, we have faith in democracy, but no illusions.
A functioning democracy requires institutions that endure beyond a single
vote.
For one thing, it's hard to claim that you get lasting stability and peace
by denying people a voice in their own government .) One thing is certain: The United
States will not be a party to the establishment of a Palestinian state that
sponsors terror and violence. (Applause.) Iranians have endured a generation of repression at the
hands of a fanatical regime. He's made despicable statements
doubting the crimes of the Nazis, aligning himself with the rest of the
fantasy-world Holocaust deniers. Of course, this matter may soon go before the U. Security

I'd like to see this occasion to thank you both, and through you, all of
the American people, and to reaffirm our determination to continue to pursue

She's a heck of a Secretary of State, though. That makes sense, doesn't it, to have a
language-proficient military -- to have people that go into the far reaches of
this world and be able to communicate in the villages and towns and rural
areas and urban centers, to protect the American people.
So our short -term strategy is to stay on the offense, and we've got to
give our troops, our intelligence officers , our diplomats all the tools
necessary to succeed. What I'm
trying to suggest to you that this program is a part of a strategic goal, and
that is to protect this country in the short-term and protect it in the long-
term by spreading freedom. Our ideology is a heck of a lot more hopeful than theirs. We're
not saying your democracy has to be like yours. We're just saying give your
people a chance to live in a free society; give women a chance to live freely;
give young girls a chance to be educated and realize their full potential. I mean, it is -- it makes it so much easier to
conduct foreign policy and diplomacy when you've got that common ground of
being able to talk about a university experience here in the United States. We'll
welcome teachers here to help teach our kids how to speak languages.
Iraq -- we'll succeed in Iraq. Democracy in the heart of the Middle East is a major defeat to their
ideology and their ambitions. And that's what's happening. Someday somebody is going to say -- (applause) -- somebody
someday will say we're able to more likely keep the peace because this
generation of Americans had confidence in our capacity to work with others to
spread freedom . And I want to thank those of you who are serving it in
government. And you're doing that. (Applause .) On the security side,
our forces are hunting down high-value targets like Zarqawi and his
lieutenants .
In this way, as the President has said, America's ideals and interests are
one and the same: The survival of liberty in our own land increasingly depends
on the success of liberty in other lands; the best hope for peace in the world
is the expansion of freedom throughout the world. Hijackers had been recruited; funds raised; training had taken

It was my honor to speak to your President , President Mubarak, and again
reiterate my country's strong desire to stand shoulder-to-shoulder with the
people of Egypt and bring justice to those who killed innocent people. University Presidents Summit on

wants his young soldiers who are the front lines of finding these killers to
be able to speak their language and be able to listen to the people in the
communities in which they live. I believe everybody desires to be
free.
And so I 'm working with Condi, and she's working with others, to work with
you, to make sure these youngsters are able to come to our universities.
And it's hard work. Elvis was his favorite singer, for example. And something happened between 41 going into combat and 43
talking to the Prime Minister whether it be about troops in Iraq to help this
young democracy flourish in the heart of the Middle East, or whether it be
dealing with the leader of North Korea who is starving his people to death ,
and how do we solve that? What do we do about it?
And what happened was that the Japanese adopted a Japanese-style
democracy.M. And America will lead the civilized world to victory.)
We have a strategy of our own in this fight. People who live in freedom are able to choose
their own destiny, and this gives them real hope for material progress in
their own lives, and a better future for their children.
That's unfortunately what we have seen for much of the past decade in the
Palestinian territories -- and we're still living with the legacy of
corruption, broken promises , abject poverty, the collapse of the rule of law
and, ultimately, the outbreak of a terrorist campaign on Israel's doorstep. (Applause. And we will continue to act with the kind
of resolve that has made these past five years a time of progress in the
broader Middle East. Khan network's biggest customers, was
spending millions to acquire nuclear weapons.) And the A. The President and I are grateful for your counsel, for your
commitment to the security of our country, and for all you do on behalf of
America's friendship with Israel.

There is still an enemy that lurks, that wants
to hurt us. It's the only way to do it. They put out some kind -- sometimes
put out propaganda that just is -- just isn't right, it isn't fair, and it
doesn't give people the impression of what we're about. And we will defeat this ideology of
hatred. We've counted on the skill and the dedication of our
professionals in law enforcement, intelligence, and homeland security -- and,
of course, on the United States military. They know that as liberty advances, as men and women
are given a say in the affairs of their country, they turn their creative
gifts to the pursuits of peace. (Applause. And those who win elections have a
duty to nurture institutions and laws that serve the peaceful aspirations of
their people. In fact, the denial of
legitimate means of expressing dissent is one of the causes of extremism in
the Middle East.
Five years ago, there was a serious problem with proliferation, especially
in the nuclear area. (Applause.
Yet at every point, we will be patient and
resolute -- because the supporters of democracy will need our help, and the
enemies of democracy will test our will.

past. They have been superb, and they

Progress in Iraq has not come easily, but it has been steady.

If the peoples of that region are given the rights of free men and women,
and live under elected, accountable governments, and have a chance to work and
succeed in hopeful societies, then the flow of radicalism and hate will one

The inquiry into the assassination of former Prime Minister Hariri should
be carried out in full, so the killers can be brought to justice and all those
involved -- no matter what their official positions may be -- can be held
accountable.

defeat them in foreign battlefields so they don't strike us here at home. And a good use of resources is to encourage foreign

And so the fundamental question is, how do we win? What do we do? Well, in
the short-term, our strategy is to find them and bring them to justice before
they hurt us.
We need intelligence officers who, when somebody says something in Arabic
or Farsi or Urdu knows what they're talking about. In
order to convince people we care about them, we've got to understand their
culture and show them we care about their culture. It really is a
fundamental way to reach out to somebody and say, I care about you. But
we 've done, as Condi said, hard work before. And that society, that form of government was able to convert an
enemy to an ally. I live it when I talk to the
Prime Minister. The terrorists have declared war on the civilized
world. But we've made tremendous progress against an enemy that
dwells in the shadows. And going forward, any decisions about troop levels
will be driven by conditions on the ground and the judgment of our commanders
-- not by artificial timelines set by politicians in Washington, D. If we simply accept the status quo, that region will be a source of
conflict and mounting violence for this generation and beyond. The Palestinian government must recognize Israel 's
right to exist. We will not abandon our belief in
democracy. One leader in Lebanon said: "When I
saw the Iraqi people voting, it was the start of a new Arab world. The Iranian regime needs to know that if it stays on its present
course, the international community is prepared to impose meaningful
consequences.Q.

We're living in extraordinary times.
You can't have an ideology that works if you say to half the population in
a part of the world, you have no rights. (Laughter. It's a fantastic opportunity to
serve our country. The work is difficult and very often perilous, and there is

for the sake of stability in that region. (Applause.
The Hamas candidates pledged to fight corruption and to improve social
services, and they'll be held to that standard by the Palestinian people. Freedom's cause is the

come on by, we've got a bunch of university presidents here. And it's
an important initiative, and I'm going to tell you why in a second. I
see a few familiar faces, and thanks for serving. I wish I could report to you the war
on terror was over.
I hate to report that to the American people, but my duty is to
lay it out as plainly as I possibly can. That's what people in this country expect of our
government. We got to have confidence in
that as we go out. I -- one of my
best buddies in international politics is Prime Minister Koizumi of Japan. As democracy
advances, ideologies that stir anger and hostility lose their appeal, and
terrorists lose recruits, safe havens, and sources of funding.
Ladies and gentlemen, one of the basic truths of the world we live in
today is that George W. America will remain on the side of democratic reformers , and the
reformers are on the side of history. The secret planning for the attacks of 9/11 was already
well underway. The Taliban regime is now history,
and 25 million Afghans are free.) We have captured or killed
hundreds of al Qaeda; put its leaders on the run; and closed the camps that

jail cell, his sons are dead -- (applause ) -- and Iraqis by the millions have

you've got room in the initiative for me, let me know. These
diplomats need to speak that language.
But we need people in America who can go and say to people, living in
freedom is not the American way of life, it is a universal way of life. They get to see firsthand the
multicultural society in which we live, all united under the fabric of
freedom. But it's going to take all the tools at our disposal. There's no greater gift to give a child than the chance to succeed
and realize his or her dreams.

The people of Iran can be absolutely certain that we respect them, their
country, and their long history as a great civilization -- and we stand with

we'll find that proper balance between security and letting people come to our

And the best way to do that is to have those of us who understand freedom
be able to communicate in the language of the people we're trying to help. It's a gesture of interest. It's in our national
interest that we solve visa issues and make sure that -- (applause .
You can't figure out America when you're looking on some of these TV
stations -- you just can't -- particularly given the message that they spread. That's what they get to see.
Someday , an American President is going to sit down and thank this
generation for having the willpower and the determination to see to it that
democracy has a chance to flourish in a part of the world that is desperate
for democracy.
(Applause. I believe that's a
faulty argument. If
the leaders of Hamas desire the help of America and the international
community to build an independent, prosperous Palestinian state, then the way
forward is very clear.) And Hamas must renounce terror and dismantle the
infrastructure of terror. Across that region, the political
dialogue has been transformed -- and politicians, scholars, students, and men
and women from every walk of life are talking about freedom, equal rights, and
accountable institutions of government.The Syrian
people, the Egyptian people, all say that something is changing.

You're going to hear a lot about the specifics of the program . I want you
to know that I'm interested in not only how you talk but how you live. We want young kids
from around the world coming to our universities. They get to see firsthand that we
don't discriminate based upon religion. It's
amazing to me. (Applause. First, we are absolutely
determined to prevent attacks before they occur, and so we are on the
offensive against the terror networks . Since
the day our country was attacked, we have applied the Bush Doctrine: Any
person or government that supports, protects, or harbors terrorists is
complicit in the murder of the innocent, and will be held to account. And our coalition continues to train more Iraqi
forces that are effective, well trained and well equipped, and prepared to
assume increased responsibility for their country's security . A short
time ago, the Iraqi people had an appointed government, no popularly elected
legislature , no permanent constitution and no recent experience with free
national elections. In less than two years' time they've voted for a
transitional government, drafted a progressive, democratic constitution in the
heart of the Arab world, then approved the document in a national referendum,
and elected a new government under its provisions. They argue that, by promoting democratic change, we are actually
destabilizing the region and undermining hopes for peace. They deserve the right to decide their
country's future, and they deserve a President who truly represents them and
who looks to the future, not to the past.) Iraq's leaders reflect the decency of the
Iraqi people, and no dictator is taking their money and giving it to the
families of suicide bombers. (Applause.

Second, we are determined to deny safe haven to the terrorists.
It is not hard to see why the terrorists oppose and rage against the rise
of democracy in Iraq. Some of the hijackers were already in the United States. (Applause. And we will be confident , because
events are moving in the direction of human liberty.

But first, our nation sends our deepest sympathies to Ariel Sharon. He's a good
man, a strong man, a man who cared deeply about the security of the Israeli
people and a man who had a vision for peace. I'm here to let the good folks know
here how strongly I support the national security language initiative. After all, we're talking about education . And I'm not talking to them right now directly;
I'm talking through an interpreter on some of these Arabic TV stations. WASHINGTON, in Jerusalem,
Riyadh, Casablanca, Istanbul, Karachi, Mombassa , Bali, Jakarta, Najaf,
Baghdad, London and Madrid. But we were only buying time as
problems multiplied , and demagogues stirred resentment, and the ideologies of
violence took hold. And we will be consistent . (Applause.M.

Senator Pat Roberts from Kansas is with us.) We have
been calibrating the proper balance after September the 11th, and I fully
understand some of your frustrations, particularly when you say the balance
wasn't actually calibrated well. You bring somebody
here to college, it doesn 't matter what's on TV, they see firsthand the
compassion of the United States of America. I'll
tell you what's really neat, is to sit down with leaders from around the
world, welcome them in the Oval Office or go to their office, they say, you
know, Mr. Let them see firsthand the decency of this
country.

Third, we are working to halt the proliferation of weapons of mass
destruction, and to keep those weapons out of the hands of killers. For decades in the
Middle East, millions of people have known nothing but dictatorship and heavy-
handed rule -- resulting in misery, bitterness, and the ideologies of
violence. Democracy requires the protection of minority rights, religious
liberty, equality before the law, freedom of expression, and an inclusive
society in which every person belongs.
Such duties now belong to the newly elected government in the Palestinian
territories.
We must make a clean break with that history of failed policy. We will not abandon our opposition to terrorism. (Applause.
Consider for a moment where we were five years ago, when President Bush
and I took office. In Iraq, Saddam
Hussein was in power, overseeing, along with his two malevolent sons, one of
the bloodiest regimes of the 20th century. Q.)
Only days after Saddam was captured, the leader of Libya announced he
would turn over all of his weapons of mass destruction materials. And, obviously , they did not just happen.)
Once again, ladies and gentlemen, I appreciate your hospitality this
morning.

And we continue to work together, resolute, to deal with this
scourge, and ultimately, hopefully to develop in the Middle East an Egypt that
is prosperous, stable and secure for all. It
says something about the world we live in.

with the defense of the country, the diplomacy of the country, the
intelligence to defend our country, and the education of our people. I'm scanning the room. We
need diplomats -- when we send them out to help us convince governments that

language is a kind gesture. It wasn't an American-style democracy; it was Japanese-style
democracy. It's a real part of my family's life.)
Fourth, we are determined to deny the terrorists the control of any
nation, which they would use as a home base and a staging ground for terrorist
attacks against others. That is why we continue to fight Taliban remnants and
al Qaeda forces in Afghanistan.C. Yet there is no alternative. (Applause.) America is committed to a sovereign, independent, Lebanon,
dismantling all armed militias, and control by Lebanon's government over all
of Lebanon's territory. Iranians desire and deserve to be free from tyranny and oppression in
their own homeland.)
In the months and years ahead, America will continue to support democracy
as the expression of our ideals for the sake of our own security, as well as
for that of our friends and allies. In
Afghanistan, the Taliban were in power. (Applause. Khan
proliferation network has been shut down.)
Our great country, which over the decades has aided the rise of new
democracies in Europe, Asia, and Latin America, now serves that cause in the
Middle East -- with courage, and firm purpose, and a level of generosity by
the American people not seen since the Marshall Plan.

be unyielding and never give them a, you know, a breath of fresh air, never
give them a hope that they can succeed. When somebody comes to me

and crucial element: Across the broader Middle East, we will work to replace
hatred and resentment with democracy and hope. By helping
the peoples of that region gain the freedom to express their views, to have
open debate, and to choose their own leaders, we have a better chance of
defeating the radicalism that threatens us all. (Applause. Now that Syrian troops have left that country, the Syrian
government must stop trying to interfere with the future of free Lebanon. (Applause. Khan, the man who helped put Pakistan's nuclear
program in place, had established a network that was providing nuclear weapons
technology to rogue states including North Korea and Iran.
Today the picture is very different. (Applause.
