"This report confirms
what NASBE and state boards of education have been
saying for some time: that Congress and the Administration
must help states
build the infrastructure and staff expertise of state departments of education
in
order to help improve low performing schools identified by NCLB," said
Brenda Welburn, NASBE Executive
Director. Only one state believes it has
sufficient capacity, according to CEP.
Earlier this
month, the Connecticut State Board of Education issued a
study of the state's cost of complying with
the No Child Left Behind Act. Many state board members are concerned about siphoning
Perkins funds
to pay for high school reforms. "It should not be an 'either/or
proposition,'" said Kim Burningham

The Center on Education Policy report found that 36 states do not have the
internal capacity to
carry out all of NCLB's requirements, with nine others
concerned about their ability to meet federal
mandates as the number of low-
performing schools continues to rise. The
study found that the
state's responsibility for providing technical assistance
to low-performing schools under the law
is one of the state's most substantial
financial and personnel-intensive obligations.
