appointed by NSPRA, based on criteria including: preparation through existing
crisis and emergency plans; use of innovative communication strategies;
collaborative approach working with community agencies; extraordinary
leadership capabilities at a time of crisis; ongoing communication with
impacted families and staff and the results of effective communication
techniques. The
