The bipartisan Senate bill includes improving the response of the criminal
justice and legal systems; reauthorizing critical programs and developing new
services that respond to evolving community needs; creating programs that
focus on violence prevention and intervention; developing a comprehensive
approach for assisting children, teens and young adults who experience
violence; creating solutions to prevent victims and their children from
becoming homeless; closing the gap in the delivery of health care to domestic
violence and sexual assault survivors; highlighting the needs of communities
of color; and providing funding for rape crisis centers and other agencies to
provide advocacy services to victims of sexual assault.

Would Increase Penalties, Monitoring for Sexual Predators

HARRISBURG, Pa.
VAWA funding supports PCAR's efforts to coordinate victim services within
Pennsylvania as well as collaborate with other federal, state, and local
entities to respond to violence against women issues affecting their
jurisdictions.
The Violence Against Women Act of 2005 introduces the Sexual Assault
Services Act, the first funding that focuses exclusively on 24-hour emergency
and support services to victims of sexual violence.

"Over the past 10 years , VAWA has
allowed us to develop new initiatives while providing a nearly indispensable
foundation for our work," remarked Rumburg. This funding is also allowing PCAR to develop a technical
assistance toolkit that will provide communities with information and
resources to assist them in developing and administering a Sexual Assault
Response Team in their community. House of Representatives is expected to introduce their version
of VAWA in the coming days.

According to the Pennsylvania State Police, there are over 7,100
registered sex offenders in the state.

the legislation is part of a larger "Child Safety Act " she and Rafferty are

anyone over 18 years of age who is convicted of sexually assaulting a child

Child Safety Act Sponsored by Sens.
After the kidnapping and murder of 9-year-old Jessica Lunsford by a convicted
sex offender who lived nearby , Florida Governor Jeb Bush signed similar
legislation. Initially passed and
signed into law by President Clinton in 1994 and reauthorized in 2000, VAWA is
a landmark piece of legislation that sought to improve criminal justice and
community-based responses to domestic violence, dating violence , sexual
assault and stalking in the United States.
