are from a new report, "Drug Abuse Warning Network, 2003: Area Profiles of
Drug-Related Mortality ," which is based on data submitted by medical examiners
and coroners in selected metropolitan areas , Vermont, and five other states. "Americans must begin to
confront drug use -- and drug users - - honestly and directly.
Mrs. Harris, who personally adopted four out of eight children to one
substance-abusing mother, pointed out that "birth control is the only solution
to this critical problem. It can take several months for symptoms of
post-traumatic stress disorder, clinical depression and substance abuse to
appear, and for people to recognize they need additional help.

"It 's unacceptable that public policy and social welfare programs have
failed to protect innocent children from being born with crippling addictions
to crack cocaine, alcohol and other substances that have life-long
consequences," added Jim Woodhill, a Texas venture capitalist and major
financial supporter of Project Prevention. Founded in 1998, Project Prevention has paid over 1,700
drug or alcohol addicted clients in 39 states and the District of Columbia. The funds will be used to serve the
27 most highly impacted Florida counties through Project Recovery, a state
initiative, completely funded by the federal government, that will establish
multidisciplinary treatment teams in the affected areas.
