Remarks by President Bush at Presentation of National Medals of Science and Technology

The medals are our nation's
way of expressing gratitude to gifted and visionary citizens. Dr.
I thank my friends, Congressman Sherry Boehlert, as well as Dave Reichert , of
the United States Congress, for being here. The facts are that we're doing fine with 4th grade kids in
math and science. And we've got to change that. I
mean, we want young kids to think math and science -- math and science are
cool subjects, that it's okay to be a mathematician, that it's exciting to be
a scientist. We've got some young scientists from Benjamin Banneker High
School with us. The two
organizations will select scholarship recipients each year."
"Siemens' grant is critically important because it can help to address one
of the most pressing needs facing our nation's children and that is the need
for more teachers in math, science and engineering," said Dwayne Ashley, CEO
and President, Thurgood Marshall Scholarship Fund. "The Siemens
Teacher Scholarships will allow more minority students to pursue careers in
math and science, which will ultimately increase the nation's success in
producing more qualified math and science teachers.

CAMBRIDGE, Mass. We continue to invest in
programs that promote math and science education and foster technical
talent for the Commonwealth's future workforce . This year,
60 team projects have been entered in the fair--a 30% increase over
2004. The fair has awarded $1. Grace + Co. is

Federal tax-exempt organization under Federal law 501 (c) (3).

I also
appreciate the family members and friends who are here, as well. Bill Jeffrey who is with us, Director of the National
Institute of Standards and Technology. Our greatest
resource has always been the educated, hardworking, ambitious people who call
this country their home. Most of us had rolodexes -- you might remember those - -
(laughter) -- and on the long family trip we'd play the license plate game --
(laughter) -- and now we're watching DVDs. These kinds of changes are the result of years of
hard work by American innovators, like those we honor here today. These
laureates have done work that have revolutionized organ transplants and led to
development of global positioning systems and helped feed millions around the
world.
Our nation has a vital stake in the research and discovery that makes
these advances possible. (Applause. And one way to do that is to expand education to high school
teachers in how to teach advanced placement. They've
got an interesting program.)

This program marks the first time the Thurgood Marshall Scholarship Fund
and the UNCF will collaborate in an effort to target both private and public
colleges. "It is therefore imperative that
we provide the necessary resources to broaden the pool of qualified math and
science teachers, especially in communities that have been traditionally
under-represented in the fields of science and technology.
This year's fair, held May 6 + 7 at MIT's Johnson Athletic Center,
will host approximately 340 students (a 5% increase over 2004's fair)
from high schools throughout Massachusetts, and for the sixth
consecutive year will feature an unprecedented number of team
projects.
"Massachusetts Science Fair exhibitors have a reputation for
excellence, " said Dr. Seventy-five percent of those
interviewed said that the science fair experience influenced their
educational and career choices.
The two-day Massachusetts Science Fair kicks off on Friday , May 6,
with participant registration, set-up and judging of exhibits. Principal
sponsors of the 2005 fair include EMC Corp., The Cabot Corporation,
Biogen Idec, Inc., Teradyne Inc.

Over the years, National Science and Technology laureates have been
responsible for breakthroughs that revolutionized telecommunications,
discovered the structure of DNA, led to the invention of the microchip. And so in my State of the Union I encouraged our
nation to stay on the leading edge of technology and education.
If the United States expects to remain competitive in a global economy, we
must encourage our private sector to continue to invest in leading-edge
technologies, and therefore, we ought to make the research and development tax
credit a permanent part of our tax code. And so as part of the
Competitive Initiative I'm going to work with the Congress to make sure we
extend the same standards in the No Child Left Behind Act that we apply to
reading and math.
Another part of the initiative is to encourage school districts to recruit
30,000 math and science professionals to teach in our nation's classrooms.
You know, I was out in Albuquerque and had a good visit in Intel. (Applause.

Million Dollar Scholarship Fund Established to Encourage Minority Students to Pursue Careers in Teaching Math and Science

The
collaboration of the Thurgood Marshall Scholarship Fund and the United Negro
College Fund will assist 85 Historically Black Colleges and Universities in
their efforts to encourage minority students in pursuing a career in science
and mathematics."
"The growing shortage of qualified math and science teachers in this
country will impact America's economy for years to come if it is not
addressed," said Dr. Michael Lomax, UNCF's President and CEO. "Through the years we have been able to offer encouragement and
even scholarships to students who might not otherwise have attended
college. It is truly an experience that lasts a lifetime. Students may enter a project in categories that range
from astronomy and biology to computer science and physics.

The Massachusetts State Science Fair was founded by the American
Academy of Arts and Sciences and the Massachusetts Secondary Science
Educators in 1949, and has since hosted more than 17,000 students
throughout the Commonwealth.

The work we honor today has improved the lives of people everywhere. It
has helped to move our economy forward and it's helped to make sure that
America is the leader of innovation in our world. Those

work that has helped expand the horizons of human knowledge. The National
Medal of Science honors those whose research has enhanced our understanding of
life and the world around us. Twenty-five years
ago, most Americans used typewriters instead of computers. Most of us used carbon paper instead of
laser printers.
Many technologies that are in our laboratories today will bring cures and
technologies that are beyond our imagination.

Yet, all Americans benefit from your imagination and your talent and your
resolve.)

increase the number of teachers going into America's classrooms. McCausland,
Chairman of the Board, Siemens Foundation. This makes this grant unique for two reasons: There is a need
for more qualified minority math and science teachers, and HBCUs have long
been the training ground for new leaders in education as well as
mathematicians, scientists and engineers. A
banquet will take place on the MIT campus that evening. The fair will
conclude on Saturday, May 7, with a public exhibition (noon to 3:30
pm ), followed by an Award Recognition Ceremony in Kresge Auditorium.5 million worth

Most of all, thank you all for joining us. And the National Medal of Technology recognizes
innovators whose work keeps America on the cutting edge with discoveries that
change the way we live. The facts also are these, that we're falling off the face
of the charts when it comes to 8th grade math.
And one of the sure ways to change that is to apply special money for kids who
need extra help in junior high for math and science. And
so by making sure more teachers can teach AP , this country will be better off
in making sure that we've got the future scientists and mathematicians living
right here in the United States of America. And the exciting jobs of the
21st century are going to be in math and science. Thank you all for joining us. I'm kind of trying to change

Each of our
honorees has been blessed with talent, and each has used their talent to the
fullest . I want to thank the previous
recipients of the National Medals of Science and Technology who've joined us. Most of us used
payphones instead of cell phones. If we want this country to be the most competitive
country in the world, we have got to spend money now to make sure we stay on
the leading edge of technological change. They make a significant difference in the lives of our children . And the American people
must understand that if we don't educate our kids in math and science, the
jobs are going to go elsewhere in the years to come. Congratulations on your medals, and now the military aide will read
the citations. WASHINGTON, Department of Education -- The
Siemens Teacher Scholarships, a collaboration between the Thurgood Marshall
Scholarship Fund, the United Negro College Fund (UNCF) and the Siemens
Foundation, aimed at encouraging minority students to pursue teaching careers
in math and science, was officially announced today at the Department of
Education .
"We all know that good schools are impossible without good teachers," said
Wilbert Bryant , Deputy Assistant Secretary for Higher Education Programs,
Department of Education. The Siemens
Foundation will fund the scholarships as part of its mission to support and
enhance math and science education in America's high schools.

THE PRESIDENT: Thanks and welcome to the White House.
I want to thank members of my Cabinet who have joined us: Secretary
Gutierrez, Secretary Bodman. Arden Bement, the
Director of the National Science Foundation, who is with us. Kathie
Olsen , the Deputy Director of the National Science Foundation. I've talked
about an American Competitiveness Initiative that will double over the next 10
years the federal commitment to the most critical, basic research programs in
the physical sciences. I think that's a good use of taxpayers' money. We've also got to recognize it's in
the private sector where most money is spent on research and development , yet
we unwisely have allowed the research and development tax credit to expire.)
We can't be the leading country in the world in science and technology
unless we educate scientists and young mathematicians. But we've also got to be great when it comes
to making sure our students have got the skills necessary to compete in the
21st century.
I appreciate the work that today's laureates are doing to inspire young
scientists. I appreciate you being here. Thank you. Two
organizations that are active in promoting post-secondary education for
minority students -- the Thurgood Marshall Scholarship Fund and the UNCF --
will administer the funds.----Students
throughout the Commonwealth are putting final touches on their
research projects and preparing to compete for $300,000 in prizes and
scholarships to be awarded at the 56th annual Massachusetts Science
Fair (MSF), an event that celebrates innovation and achievement in

The spirit of discovery is one of our national strengths. From Thomas Edison's light bulb, to Robert Ledley's
CAT scan machine, most of America's revolutionary inventions began with men
and women with the vision to see beyond what is, and the desire to pursue what
might be. And we will then wonder how we
ever lived without them.)
Six of today's eight science laureates have benefited from past investment
in this kind of research. Advanced placement programs

You know , it's interesting, people generally do not pursue a career in
science or technology with the goal of fame.M."
The New Jersey-based Siemens Foundation will provide $1 million in
scholarships over the next five years for undergraduate and graduate students
who wish to pursue careers in teaching math, science and technology. This is a
partnership between three institutions who are committed to improving the

Director of the Office of Science and Technology Policy. I want to thank Dr.
The medals I 'm about to present are the highest award a President can
bestow for astounding achievement in science and technology.
Think back to how much this country has changed since the -- since we
first created the National Medal of Technology in 1980.
We can't make sure our children have got math and science -- fine math and
science courses unless we've got teachers capable of teaching math and
science. And there's no better way to make sure that young students are
encouraged to take math and science than to have successful scientists explain
to our students just the wonders of exploration . They provide incentives for their employees to go
into the classrooms of local high schools and community colleges to say to
youngsters, join us in these exciting fields. The Competitive
Initiative recognizes we're great when it comes to research and development,
and we intend to stay that way .
I hope that you are inspired by the examples of excellence and success that
you see right here in this ceremony today. (Laughter. Each organization will receive $500,000 to be
awarded to students accepted to any one of the nation's 85 historically black
colleges and universities (HBCUs) that are members of the two organizations.
"If American technology companies are to continue creating cutting edge
innovations and high paying jobs, we need to be sure that all American high
school students develop the necessary math and science skills they will
require to take advantage of these opportunities," said Thomas N. By honoring students
who meet the challenges of combining innovative intelligence and

our young people of Massachusetts prepare for careers in science and

A recent MSF "Search for Alumni" campaign research poll indicated
that 100% of the Fair alumni who answered the poll pursued higher
education, with 29% seeking doctoral degrees and 23% receiving or
